Thank you for using the online Grants Management System (GMS). We look forward to working with you to continue to develop tools that will make everyone's job easier. Your input and feedback are very important to the success of this endeavor.
The online GMS is to be used for authorized and legitimate state business purposes only. Log on only with your own authorized user account. Users granted access to the GMS system are not permitted to share DCA user accounts, passwords or PINs with any other persons, including administrative assistants or other members of their own staff. All Passwords or PINs are to be treated as sensitive, confidential information. By logging on, you agree to these terms and conditions of use.Please contact DCA if you have any questions or comments about the system.
After you log in, the first screen you see displays the general contact information for your agency as well as a tab listing the grant administrators associated with the agency. There is also a tab with a field for you to notify DCA of any contact updates or any changes in grant administrator. We encourage you to let us know of any changes, especially if there are administrators who should be removed from the system because they have left the agency. The Awards which your agency administers are listed below the agency contact information.
From your Contact page, click on the Serial number and you will be taken to information about that grant. When you wish to return to your Contact page use the "Return" Icon at the top of the page on the Awards screen.
The data which you fill out online will be very similar to the information that you are accustomed to providing per the HUD Performance Measurement and HUD financial reporting requirements. Please review the Quarterly Report Instructions for details on how to complete these pages.
After filling out the form information online, you will use the "Print Friendly" link on the Quarterly Report taba to print out a copy of the Quarterly Report pages 1 - 3 and send that to your local officials for their signatures. (You can also save these pages as PDFs and email to the local officials for them to print out and sign.) You will only have to send them the Quarterly Report pages 1 - 3 at this time. The signed forms will then be sent by mail to DCA as usual.
A new feature for the online GMS is the option for local officials to sign online rather than mailing in a paper copy of the form. If you are interested in making use of this option, please contact DCA for more information.
Of course, local officials may review all of the quarterly report forms at their discretion, AND, YOU ARE REMINDED THAT LOCAL OFFICIALS ARE ACCOUNTABLE FOR THE ACCURACY OF ALL THE DATA SUBMITTED ON QUARTERLY REPORTS, INCLUDING ALL SUB-REPORTS, WHETHER SUBMITTED ONLINE OR IN PAPER FORM, AND CERTIFY TO THAT ACCURACY ON THE QUARTERLY REPORT, PAGE 2.
Accomplishment tabs (People, Jobs, Housing, and Acquisition/Demolition) must be filled out online to accompany the General Quarterly Reports. This information does not need to be signed by the local official. Please review the Quarterly and Accomplishment Report Instructions for details on how to complete these tabs.
